2. Site Migration is free only if your site meets their policies

Most web hosts I have reviewed have site migration features for free.

They have it as a compulsory thing to make new customers happy.

But unfortunately, Bluehost doesn’t do free migrations for all. Your website must fall under their policies and which are reviewed by their expert team. Which we don’t know exactly what they up to.
